However, “retains measurable activity” is not the same as “is functionally equivalent to the whole protein.” The full 43-residue peptide has additional structural context, potential for Ac-SDKP release, and binding characteristics that a short fragment may only partially reproduce. So even in the domain where Tβ4 and TB-500 are most alike — actin engagement — equivalence is an approximation, not a proven identity.
